Administrative & Financial Service Manager (Public Sector)

About the role

The Administrative and Financial Service Manager reports to the Director of the DDEE and supports the direction in administrative, accounting, financial and logistical matters. The role involves preparing and managing the department’s budget while leading a small team.

Key responsibilities

• Develop, monitor and analyse the DDEE budget and assist service heads with their budgets.
• Oversee financial operations with municipalities, SAEML and the State, including development contracts.
• Track the Multi‑Year Investment Plan (PPI) and Multi‑Year Operating Plan (PPF).
• Supervise budget execution and manage the department’s movable and immovable assets.
• Prepare regular reports for senior management.
• Design dashboards and implement administrative and control procedures.

Required profile

• Degree or certification in public accounting (M52) and knowledge of regulatory procedures.
• Proficiency in public sector administrative organization and procedures.
• Ability to prioritize urgent tasks and meet deadlines.
• Experience in continuous‑improvement tools such as indicators and dashboards.
• Strong team‑leadership and communication skills.

Required skills

• Public accounting (M52) expertise.
• Use of ASTRE SURFI accounting software.
• Familiarity with collaborative intranet portal applications.
• Budget preparation and financial reporting.
