Financial Planning & Analysis Manager

About the role

The Pacific Community (SPC) is seeking a Financial Planning & Analysis Manager to lead and enhance the organisation’s budgeting, forecasting and financial analysis processes. Reporting to the Finance Director, the role will develop sustainable financial models, support cost‑recovery initiatives and partner with senior management across scientific and support divisions.

Key responsibilities

• Provide proactive leadership for organisational budgeting and forecast management, improving accuracy, relevance and timeliness.
• Design and implement tools and practices for budgeting at organisational, divisional and project levels.
• Analyse income, pipeline and expenditure trends and develop sustainable financial models that meet donor and organisational requirements.
• Support the Finance Director in annual business planning, staffing and system requirements.
• Lead audit and Risk Committee responsibilities, including preparation and presentation of papers.
• Advise on strategic, financial and organisational reform, including economic data analysis and cost‑recovery models.
• Maintain internal stakeholder relationships and coordinate matrix and cross‑cutting programmes.
• Drive business partnering across management, support functions and shared services.

Required profile

• Proven leadership experience in budgeting, forecasting and financial analysis within a complex organisation.
• Demonstrated ability to develop and implement sustainable financial models and cost‑recovery mechanisms.
• Experience working with senior management, audit committees and risk boards.
• Strong analytical and strategic thinking skills, with knowledge of donor requirements.
• Excellent communication and stakeholder‑engagement abilities.
